Authority of any British possession is empowered by any Act or confirmed by Her Majesty in Council to repeal wholly or in part any provisions of that Act relating to ships registered in such possession, but no such Act or ordinance is to take effect until such approval has been proclaimed or until such time or in the possession thereafter as may be fixed by the Act or ordinance for the purpose.
The ordinance in question does not appear to have been passed in exercise of the power given by the Clause of the Imperial Act cited, and unless it should appear to Lord John Russell that there are any special circumstances such as to justify the departure from the policy of the Imperial Act as to ownership of vessels registered, it appears to my Lords that Her Majesty's approval cannot properly be given to the present ordinance.
